Building our Region by design

Established by Ministerial Order and incorporated under the Municipal Government Act in 2008, initially as the Capital Region Board, and then as the Edmonton Metropolitan Region Board, the EMRB was one of two provincially-mandated growth management boards in Alberta, focused on enabling responsible growth of the Region.

For 17 years, the EMRB made great strides in building a more collaborative and future-focused Region. Working together as one, the 13 member municipalities developed coordinated approaches on key regional initiatives such as land use, transportation infrastructure, housing, agriculture, municipal services, and environmental stewardship.

Dissolution of the EMRB

On November 22, 2024, the Government of Alberta informed the EMRB that its funding would not be renewed in Budget 2025. Further to that, the government announced that membership would be voluntary moving forward. This unexpected decision necessitated action by member municipalities, which held discussions and voted on future participation. Member municipalities voted to not participate in a voluntary growth management board (EMRB) going forward.

As a result, on January 23, 2025, the Board of the EMRB voted unanimously in favour of a motion to wind down the operations of the EMRB by March 31, 2025. The Minister of Municipal Affairs has endorsed this decision. 

Consequently, on February 18, 2025, the Regional Evaluation Framework process was repealed through Ministerial Order MSD:016/25 suspending the requirement for EMRB members to submit new or amended statutory plans to the EMRB for approval.

On April 1, 2025, the Government of Alberta repealed the EMRB Regulation, effectively dissolving the organization. 

EMRB members are committed to moving forward together. How that will look may be a little different, but the shared direction—building a globally competitive Region that offers an unparalleled quality of life—will remain the same.
