Indicator 12
Definition: This indicator measures the density of residential development in greenfield areas, expressed as the number of Occupied Dwelling Units (Du) per net amount of residential area (Nr) in hectares (Du/NrHa). It compares planned densities against actual as-built densities to assess how well new developments align with regional planning goals.

Policy Area: Integration of Land Use and Infrastructure
Purpose: To monitor how new developments adhere to planned densities, highlighting the effectiveness of land use policies and their role in sustainable regional growth.
Current Trends: Planned densities are generally in alignment with the minimum residential greenfield densities outlined in the growth plan. As-built densities, however, are trending downwards, reflecting challenges in achieving the planned intensification, partly due to developments approved before the current growth plan’s implementation.
